Shafter wins concessions from California High-Speed Rail Authority in legal settlement

The California High-Speed Rail Authority and the city of Shafter on Wednesday announced a settlement was reached over an environmental report. Shafter officials haven't totaled the cost of their litigation but insist they will come out ahead because of a provision that will require the Authority to build infrastructure Shafter would have struggled to finance themselves.
