School solar panels installed in 2017 still not producing power

Alerted by a viewer, Eyewitness News discovered Thursday solar panels at Liberty High School and Frontier High School are not producing power. The panels were installed on top of parking structures more than a year ago, but their large size requires Pacific Gas & Electric to make infrastructure improvements before they can come online.
