Legal marijuana shops say black market is eating into their business

For the Therapeutic Health Center, business has been better. The marijuana dispensary is one of the 29 shops that is legally allowed to operate in Kern County until May- the deadline for them to recoup the money they spent going into business. But making back that money is proving to be difficult. "Across the street we have a shop that's been operating for roughly 14, 15 months now.
