Dog that was dragged is not with the woman who drove the scooter

Bakersfield police are continuing the investigation of the incident where a dog was dragged behind an electric scooter on Sunday. The dog does not belong to the woman who was driving the scooter and she no longer has the animal. James Dowell’s home security system captured a video of the dog being dragged.
