Arvin's new plan to get out of debt

Arvin's police chief is giving up his job to take over as the new city manager. Jerry Breckinridge is taking over at a time when the city has more than its share of financial troubles. Breckinridge said city officials have learned a lot from the past and he looks at this fiscal year as a fresh start. It was last reported that the city was $2 million in debt.
